WASHINGTON (WUSA) -- DC Police Chief Cathy Lanier confirmed on Wednesday that an 18-year-old man shot to death by a police officer was carrying a BB gun that she says looked like a .45 caliber weapon.

The victim has been identified as Rafael Briscoe. The shooting occurred in the 2400 block of Elvans Street in Southeast on Tuesday.

Witnesses say Briscoe was unarmed.

Chief Lanier says the officers involved are on administrative leave. The case is under investigation and will be sent over to the U.S. Attorney's office for review.

Rafael's father, Danny Briscoe, asked in an interview with 9NEWS NOW, "If he was carrying a BB gun and running away, why did you shoot him in the back?"
